1. General Provisions

1.1 This Code of Ethics of a Medical Worker (hereinafter - the Code) is a set of ethical norms and rules of conduct that are recommended to be followed by medical workers of the State Communal Center on the right of economic management "City Cardiology Center" of the Health Department of the city of Almaty (hereinafter - the enterprise / CCC / Center) under performance of official duties

1.2 The provisions of the Code apply to all medical workers of the CCC and is developed in accordance with the Code of the Republic of Kazakhstan "On people's health and the health care system"

2 Main part

2.1. The ethical code of health workers defines the moral responsibility of health workers for their activities to citizens and society as a whole

2.2. In their activities, health workers should be guided by the following moral and ethical principles:

be guided by this code and the Code of the Republic of Kazakhstan "On people's health and the health care system"

- to contribute to the strengthening of the health of citizens of the Republic of Kazakhstan

- make decisions solely in the interests of the patient;

- not to allow the commission of actions that could discredit the high rank of a medical and pharmaceutical worker of the Republic of Kazakhstan;

- to fulfill their official duties conscientiously and efficiently;

- continuously improve their professional knowledge;

- not to allow, guided by considerations of personal gain, advertising and use of methods and means of prevention and treatment;

- strictly observe labor discipline;

- to treat carefully and effectively use the property of healthcare organizations;

-to resist manifestations of corruption;

- not to allow the use of official information for mercenary and other personal purposes;

- contribute by personal example to the creation of a stable and positive moral and psychological environment in the team;

- not to admit and suppress the facts of violation of the norms of the Code of Honor by other medical and pharmaceutical workers;

- to comply with the established uniform during the period of performance of their official duties.

3. In dealing with patients, healthcare and pharmaceutical professionals should:

1) respect the rights, honor and dignity of a person regardless of age, sex, nationality, religion, citizenship, origin, social, official and property status or any other circumstances;

2) provide medical assistance to everyone who needs it;

3) constantly remember about their duty to preserve human life;

4) contribute to strengthening the confidence of citizens in the health care system of the state;

5) prevent the facts of financial and other extortion in relation to patients, make efforts to suppress such actions on the part of their colleagues;

6) by their actions not to give rise to justified criticism from the side of society, to tolerate it, to use constructive criticism to eliminate shortcomings and improve their professional activities;

7) explain the principles of joint responsibility for the protection of one's own health.

4. In dealing with colleagues, healthcare and pharmaceutical workers should:

1) comply with generally accepted moral and ethical standards, be polite and correct;

2) not refuse disinterested assistance and seek advice from colleagues yourself if the patient's interests require it;

3) not to publicly question the professional qualifications of another medical and pharmaceutical worker;

4) to enhance the traditions and achievements of Kazakhstani medicine.

5. Observance of the Code of Honor by medical workers is their professional duty.

In dealing with patients, healthcare professionals should:

1) respect the rights, honor and dignity of a person regardless of age, sex, nationality, religion, citizenship, origin, social, official and property status or any other circumstances;

2) provide medical assistance to everyone who needs it;

3) constantly remember about their duty to preserve human life;

4) contribute to strengthening the confidence of citizens in the health care system of the state;

5) prevent the facts of financial and other extortion in relation to patients, make efforts to suppress such actions on the part of their colleagues;

6) by their actions not to give rise to justified criticism from the side of society, to tolerate it, to use constructive criticism to eliminate shortcomings and improve their professional activities.

In dealing with colleagues, health workers should:

1) comply with generally accepted moral and ethical standards, be polite and correct;

2) not refuse disinterested assistance and seek advice from colleagues yourself, if the interests of the patient require it;

3) not to publicly question the professional qualifications of another medical and pharmaceutical worker;

4) to enhance the traditions and achievements of Kazakhstani medicine.

A health worker must make every effort, in accordance with his qualifications and competence, to protect the health of citizens, to ensure the quality of care provided to him at the highest level.

A health worker is obliged to provide medical assistance to any person, regardless of gender, age, race and nationality, place of residence, his social status, religious and political beliefs, as well as other non-medical factors.

A health worker is responsible, including moral, for providing high-quality and safe medical care in accordance with his qualifications, job descriptions and official duties within the limits of available resources.

It is the moral obligation of a health worker to maintain the purity of the ranks of the medical community, to impartially analyze both the mistakes of his colleagues and his own. Discourage the practice of dishonest and incompetent colleagues, as well as various types of non-professionals, detrimental to the health of patients.

Given the role of the medical and social worker in society, he must support and take an active part in public events, especially those where a healthy lifestyle is promoted.

2.2 Obligations and rights

2.2.1 Medical workers of the Center are obliged to:

2.2.1.1 properly perform their professional duties, treat patients with respect and humaneity, be guided by the principles of medical ethics and deontology;

2.2.1.2 to promote the prevention of diseases and improve the health of citizens, to provide medical assistance;

2.2.1.3 provide emergency medical care to the population in case of emergency;

2.2.1.4. Carry out work to promote medical knowledge and a healthy lifestyle among the population;

2.2.1.5. observe the Code of Honor of Medical and Pharmaceutical Workers, keep medical secrets, and not disclose information about diseases, intimate and family life of citizens;

2.2.1.6. to continuously develop and improve their professional level, including through continuing education every five years;

2.2.1.7. involve, if necessary, for the consultation of specialists of a different profile or higher qualifications.

2.2.1.8. In the performance of professional duties, medical and pharmaceutical workers are not allowed to perform any actions (inaction) based on their religious beliefs, as well as to conduct (perform) religious rituals and ceremonies by them that may cause harm to the life and health of individuals.

2.2.2 Medical workers of the Center have the right to:

2.2.2.1. providing the necessary conditions for the implementation of professional activities;

2.2.2.2. raising the qualification level at the expense of budgetary funds at least once every five years;

2.2.2.3. retraining at the expense of budgetary funds or the employer in cases of dismissal of an employee due to a reduction in the number of staff or the liquidation of the Center;

2.2.2.4. compensation for harm caused to life or health in connection with the performance of labor (official) duties;

2.2.2.5. encouragement for the performance of their professional duties at a high quality level;

2.2.2.6. protection of their professional honor and dignity;

2.3 Maintaining medical confidentiality

2.3.1. Medical secret - information about the fact of seeking medical help, the state of health of a citizen, the diagnosis of his illness and other information obtained during his examination and (or) treatment, constitutes a medical secret.

2.3.2. It is not allowed to disclose information constituting a medical secret by persons who became aware of it during training, performance of professional, official and other duties, except for cases established by the Code of the Republic of Kazakhstan "On public health and the health care system"

2.3.3. With the consent of the patient or his legal representative, it is allowed to transfer information constituting a medical secret to other individuals and (or) legal entities in the interests of examining and treating a patient, for conducting scientific research, using this information in the educational process and for other purposes.

2.3.4. Submission of information constituting a medical secret without the consent of a citizen or his legal representative is allowed in the following cases:

1) for the purpose of examining and treating a citizen who, due to his condition, is unable to express his will;

2) when there is a threat of the spread of diseases that pose a danger to others, including when donating blood and its components;

3) at the request of the bodies of inquiry and preliminary investigation, a prosecutor, a lawyer and (or) a court in connection with an investigation or trial;

4) when providing medical assistance to a minor or an incapacitated person to inform his legal representatives;

5) if there are grounds to believe that harm to the health of a citizen was caused as a result of unlawful acts.

2.3.5. Collection and processing of personal data relating to their private life for the formation of electronic information resources containing personal data of individuals (patients), except for cases related to the donation of blood and its components, is not allowed without the permission of individuals (patients).

2.3.6. Electronic information resources are not allowed to connect personal individuals (patients), to telecommunications networks connecting them with other databases, without the permission of individuals (patients) when using personal data relating to their privacy, except for donation-related cases. Blood and its components, as well as by the requests for law enforcement, special state and other bodies for the provision of information in the form of an electronic document constituting a medical secret, about the status of dispensary records of persons who suffer dangerous to society with disorders and diseases, including persistent impairment of psyche, alcoholic, narcotic and other types of dependence, a tendency to commit aggression and violent action.

2.4 Responsibility

2.4.1. Action of the Ethics Code

2.4.2. The percentage of the Code is valid within the CCC and is binding for workers.

2.4.3. Responsibility of an employee of the organization.

2.4.3.1. The degree of responsibility for violation of professional ethics is determined by the Commission of the Disciplinary Council.

2.4.3.2. If the violation of ethical norms simultaneously affects legal norms, the employee is responsible in accordance with the legislation of the Republic of Kazakhstan.

2.4.3.3 .. for the illegal collection and processing of personal data relating to the privacy of individuals (patients), officials are responsible provided for by the laws of the Republic of Kazakhstan.

3 Revision, making changes, storage and mailing

.1. The right to revise the ethical Code and the interpretation of its provisions belongs to the Disciplinary Council of the State Unitary Enterprise at PVV "City Cardiology Center"

3.2. The original of this Code is kept at the quality manager
